Precipitation is not abundant, amounting to about 560 millimeters (22 inches) per year, however, it is concentrated in the warm period, from May to September, with a maximum in July, due to the Asian monsoon, which brings humid air from the seas around China and Japan, while in winter, the cold but dry currents from north-eastern Siberia prevail.

Winter, from November to March, is freezing cold: the average temperature in January is about -21 °C (-6 °F). However, as typically happens in south-eastern Siberia and north-eastern China, the winter is dry and quite sunny. For this reason, snowfall is quite rare and generally not abundant.
During cold waves, the temperature drops below -30 °C (-22 °F) every year. The coldest record is -44.5 °C (-48.1 °F), set in January 1980. Since then, the temperature has not dropped below -40 °C (-40 °F) until January 2023, when it dropped to -41.2 °C (-42.2 °F).
The coldest month was January 1931, with a daily average of -27.8 °C (-18 °F).

Summer, from June to August, is quite warm and rainy. Rainfall is quite frequent. July is the wettest month, as well as the warmest. The average for July, just above 22 °C (71.5 °F), represents the threshold, according to the Köppen classification, between mild and hot summer.
