Penza has a continental climate, with cold winters, during which the temperature is normally below freezing, and warm summers.
Penza is a city of 520,000 inhabitants located in Eastern European Russia, on the banks of the Sura River (a tributary of the Volga), at 53 degrees north latitude and 565 km (350 mi) southeast of Moscow.

Although it is located more to the south, Penza is also colder in winter than Moscow, since the city is located further from the Atlantic Ocean and closer to Siberia.

Precipitation is not abundant, amounting to about 560 millimeters (22 inches) per year, but it is well distributed throughout the seasons. It usually occurs in the form of snow from November to March, but sometimes also in October and April. Instead, in late spring and summer, it can occur in the form of thunderstorms.

Winter, from November to March, is very cold: the average temperature in February is about -9 °C (16 °F). The sky is often cloudy, and light snow often falls.
During cold waves, the temperature can drop below -30 °C (-22 °F), although in recent years this has happened more rarely than in the past.
Occasionally, it has dropped below -40 °C (-40 °F). Since the 1970s, the coldest record is -40.5 °C (-40.9 °F), recorded at the end of December 1978.
In February 1954, the monthly daily mean was -22.1 °C (-7.8 °F).

Summer, from June to August, is warm and sunny enough. The average in July is around 21 °C (70 °F).
Sometimes there can be heat waves, during which the temperature can reach and exceed 35 °C (95 °F), and which can be interrupted by strong thunderstorms and gusts of wind. During the exceptional summer of 2010, the temperature reached 39.3 °C (102.7 °F) in July, when the average maximum was 34.5 °C (94.1 °F), and 40.4 °C (104.7 °F) in August.
